Forging Partnerships for Devolution

In a significant stride towards building strategic partnerships to deepen devolution in Kenya, the County Assemblies Forum (CAF) led by Secretary General Hon. Chege Mwaura paid a courtesy visit to the Intergovernmental Relations Technical Committee (IGRTC). Hosted by the Chairperson Mr. Kiragu Kithinji, OGW, MBS, and CEO Dr. Kipkurui Chepkwony, the meeting discussed the need to build and strengthen intergovernmental relations and partnerships in devolution.

The session, held with a backdrop of shared commitment to the devolution agenda, delved into a spectrum of deliberations aimed at fostering deeper cooperation between the CAF and the IGRTC. At the forefront of discussions was the exploration of avenues to bolster the effectiveness of County Assemblies as critical pillars of Kenya’s decentralized governance framework.

Recognizing the indispensable role played by county assemblies in the devolved governance system, both parties engaged in candid conversations about strengthening the oversight role of County Assemblies particularly in the functions that roles that were transferred by IGRTC.

Of paramount importance was the commitment to collaborative efforts in monitoring and evaluating the implementation of devolved functions across the 47 counties. By aligning their mandates and leveraging their respective expertise, CAF and IGRTC aim to enhance accountability, transparency, and efficiency in the delivery of services at the grassroots level.

Moreover, the dialogue underscored the shared vision of both institutions to promote harmonious intergovernmental relations through continuous consultation and collaboration. By fostering an environment of open communication and partnership, CAF and IGRTC seek to facilitate the seamless coordination of activities and initiatives aimed at advancing the devolution agenda.

In conclusion, the courtesy visit by the County Assemblies Forum to the Intergovernmental Relations Technical Committee marks a significant step forward in the quest to strengthen devolution and promote effective governance at the county level.
