Programs Coordinator

JOB PURPOSE
CAF in partnership with the United Nations Development Program (UNDP) supported Garissa, Lamu and Samburu County Governments to develop and customize their respective county Civic Education and Public Participation Bill. The purpose of this role is to support delivery of public hearings. CAF invites the services of a consultant with extensive experience in programs management and will be responsible and accountable for developing and managing the effective implementation of the CAF – UNDP 2023 workplan in close collaboration and consultation with internal and external stakeholders. The consultant appointed shall carry out the work in accordance with the TERMS OF REFERENCE outlined in this document and shall report their findings to the CAF programs department, CAF CEO and respective counties.

TASKS
Under the guidance of the programs departments, the consultant shall:

  1. Provide programmatic leadership in the conceptualization and design of the public hearings in target counties.
  2. In consultation with the county, develop and agree on the overall work plan for public hearings.
  3. Plan and work jointly with target counties to ensure effective and meaningful public participation of the draft Bills.
  4. Schedule, organize and work with the respective county governments directorates, to facilitate public forums.
  5. Support counties to prepare county specific public forums reports.
  6. Working with the county legal departments, incorporate feedback received onto the draft Bills
  7. Facilitate, coordinate and monitor approval process by the County Executive Committee and submission to the County Assembly for consideration.
    Deliverables
  8. Facilitate in presentations and coordination of the public forums as per the agreed work schedule.
  9. Produce an outcome and process report of the public hearing.
  10. Draft county PP bills ready for submission to the County Executive Committee for approval.
  11. Follow through the submission and approval of the Bill by the county assemblies.
    Qualifications & Experience
    Candidates should have the following qualifications and experience:
    • University degree in social science
    • Professional experience of 6 years in a national or international NGO with a track record in successfully designing and managing large and complex developments programs in collaboration with government and development partners.
    • Proven experience as programs coordinator
    • Knowledge of program management and development procedures
    • Tech Savvy, proficient in MS Office
    • Ability to work with diversity and multi-disciplinary teams
    • Excellent time management and organizational skills
    • Outstanding verbal and written communication skills
    • Experience working with county assemblies will be considered as an added advantage
    • Proven ability to work under pressure and meet deadlines.
