Hon. Kiplagat Sabulei is an Advocate of the High Court of Kenya. He holds a Bachelor of Laws (LL.B) degree from Moi University and a Postgraduate Diploma (PGDL) from the Kenya School of Law. Currently, he is pursuing Masters in Public Policy and Public Administration at Kenyatta University. He is currently serving as the Second Speaker to Elgeyo Marakwet County Assembly. Prior to his election, He served as the Group Legal Officer of Sasini Ltd, a public listed company and a member of Sameer Group of Companies. He is a member of the Law Society of Kenya and the Chartered Institute of Arbitrators. In advancing gender equality, he has played active roles in various gender advocacy events, functions, conferences, training and summits. They include: • Lead panelist during the 2018 Kenyan County Assemblies Forum Legislative Summit. His main area of focus being gender mainstreaming in Kenyan devolved governments. • He gave a talk on Women Representation in Kenya's Political space during the Open Governance Partnership conference held in Tbilisi, Georgia, in November 2018. • He participated and graced the National celebration of the International Day of the Girl Child, held at St. Michael School, Embobut in Elgeyo Marakwet County, 2019. • He is the County Assemblies Forum Panelist on matters relating to the constitutional and legal framework on gender mainstreaming in Kenya's devolved governments. • He is currently leading a team of policymakers in the formulation of an Anti-FGM Policy for Elgeyo Marakwet County. • He chaired the Board of Elgeyo Marakwet County Assembly in formulating and adopting the Sexual Harassment Policy, 2020.
