The Fifth Legislative Summit, 2025

The Fifth Legislative Summit, 2025 will provide a platform for the County Assemblies and the devolution stakeholders to re imagine the future of devolved legislative units within the confines of the mandates of County Assemblies, evolving needs and the expectations of the citizenry at the County level.

Further the summit will reflect on the achievements, best practices, lessons learnt, and challenges faced by County Assemblies while proposing practical and responsive solutions that will further strengthen devolution in Kenya.

To achieve these objectives, the summit will convene international, regional, national, and county legislatures alongside other devolution stakeholders for a five-day event. This convention will consist of pre-summit events and main summit workshops where participants will engage in discussions through plenums, conference presentations, and general discussions on the role of County Assemblies in local governance within Kenya, while proposing legislative and policy interventions aimed at accelerating the realization of devolution objectives, advancing national priorities, and supporting Kenya’s international commitments particularly the Sustainable Development Goals (SDGs).

Further, this Summit will pay key attention to other emerging issues in the country and across the globe. These includes but not limited to adherence to/implementation of international commitments: Paris agreement on climate change as Kenya is one of the countries most affected by climate change, despite contributing less than 0.1% of the world’s greenhouse gas emissions. The country is highly vulnerable to climate change due to its arid and semi-arid landmass, and its economy’s reliance on tourism and rainfed agriculture, UN convention on Rights of the child, gender equality interventions and Human rights-based approaches to legislative agenda. It is also envisioned that outputs from the Summit will further equip the Members of County Assemblies and Officers with requisite knowledge, skills and advocacy strategies that will enable them to mainstream the National and global commitments in the Policies, Plans, Budget and legislative proposals submitted to their respective Assemblies.
