Under the broader theme “Championing Accountability: Strengthening Oversight for Transparent Leadership through Legislative and Policy Reforms,” the Women’s Pre-Summit at the 5th Legislative Summit 2025 focused on the theme:
“Empowering Women Legislators for Accountability: Strengthening Oversight in County Governance.”

In collaboration with UN Women, the County Assemblies Forum (CAF) reaffirmed its commitment to breaking barriers and fostering a governance environment where women leaders are empowered, included, and protected.

Key Resolutions & Areas of Focus:

1. Legislative and Policy Reforms – Strengthening policies that promote gender equity, safeguard women’s rights, and ensure equal opportunities in governance.
2. Capacity Building and Mentorship for Women Legislators – Equipping women leaders with the skills, knowledge, and networks necessary to enhance their effectiveness in governance.
3. Enhancing Public and Political Participation; and Inclusivity – Encouraging more women to engage in leadership, policymaking, and governance at all levels.
4. Strengthening Oversight and Accountability – Enhancing the role of women legislators in ensuring transparency, good governance, and policy implementation.
5. Addressing Gender-Based Violence and Discrimination in County Governance – Advocating for policies that protect women leaders from violence, harassment, and systemic discrimination in political spaces.
6. Affirmative Action – Reinforcing mechanisms that ensure women’s representation and participation in decision-making processes.

Having women at the table isn’t just about participation—it’s about shaping policies, making decisions, and driving real change. The Women’s Pre-Summit reaffirmed the need to empower, mentor, and equip women in leadership while tackling systemic challenges that hinder their full participation.
