The County Assemblies Forum (CAF) has called on the National Assembly to fast-track the consideration and enactment of key legislative proposals aimed at strengthening county governance and improving coordination between the two levels of government.
During a consultative meeting held today with the Speaker of the National Assembly, Rt. Hon. Dr. Moses Wetang’ula, the CAF leadership, presented a petition highlighting a list of pending Bills that are critical to the effective functioning of county assemblies.
Among the key legislative proposals discussed were:

The Intergovernmental Relations (Amendment) Bill

The County Public Finance Laws (Amendment) Bill, 2024

The County Assemblies Pensions Scheme Bill, 2024

The County Ward (Equitable Development) Fund Bill

The County Public Finance Laws (Amendment) Bill, 2023
CAF emphasized that these Bills, once passed, will improve fiscal accountability, enhance intergovernmental collaboration, and provide a stronger legal framework for the operational autonomy of county assemblies.
The Forum also used the opportunity to advocate for the establishment of structured legislative engagement mechanisms between Parliament and county assemblies. Such frameworks, CAF noted, would ensure alignment in law-making, policy development, and implementation across all levels of government.
In addition, the meeting addressed the need for:

Enhanced capacity-building initiatives for MCAs and legislative staff

Technical and resource support for county legislative processes

Harmonization of welfare benefits, including remuneration, health cover, and security for MCAs
CAF expressed its appreciation for the Speaker’s openness to engagement and reiterated its commitment to fostering partnerships that safeguard the principles of devolution and inclusive governance.
The Forum continues to play a central role in coordinating the interests of Kenya’s 47 County Assemblies, advocating for sound legislative reforms, and promoting effective governance at the county level.
