CAF Engages Senate Finance Committee on Equitable Development and Revenue Allocation Bills.

The County Assemblies Forum (CAF) is participating in a high-level stakeholders forum convened by the Senate Standing Committee on Finance and Budget to deliberate on critical legislative proposals directly impacting county governments.

The key bills under discussion are the County Wards (Equitable Development) Bill, 2024, and the County Allocation of Revenue Bill, 2025 (CARA). These bills are instrumental in shaping the equitable distribution of resources across county wards and determining how national revenue is shared among the 47 county governments.

CAF, representing the collective voice of all county assemblies, is contributing to the forum by offering practical insights and proposals drawn from the legislative and oversight experiences of its members. The engagement underscores the Forum’s commitment to promoting responsive, equitable, and participatory legislation that strengthens devolution.

The session also provides an important opportunity to enhance collaboration between the Senate and county assemblies, particularly in aligning national legislative frameworks with the unique needs and realities of county governments.
