The County Assemblies Forum (CAF), led by its Secretary General, Hon. Chege Mwaura, and Chief Executive Officer, Ms. Lona Losem, paid a courtesy call to the Principal Secretary for the State Department for Devolution, Mr. Michael Loikenu Lenasalon. The meeting provided a platform to reaffirm and deepen collaboration between CAF and the national government in advancing Kenya’s devolution agenda.
Discussions focused on enhancing the effectiveness of County Assemblies through strategic engagement in legislative capacity-building, climate governance, and performance monitoring.
Key areas of engagement included:

Scaling Training – Expanding capacity-building initiatives for Members of County Assemblies (MCAs) and county assembly staff to strengthen legislative and oversight roles.

Policy Coordination – Establishing quarterly consultative forums to align priorities among devolution stakeholders and promote shared learning.

Performance Monitoring – Developing a standardized framework for tracking legislative performance across all 47 county assemblies.

National Dialogue Platform – Elevating the Legislative Summit into a high-level platform for national conversation on legislation, oversight, and public participation.
CAF commended the Principal Secretary’s commitment to inclusive and accountable governance and expressed appreciation for the State Department’s support in institutional development at the county level. As the constitutional coordinating body for Kenya’s 47 County Assemblies, CAF remains steadfast in its mission to champion robust, transparent, and citizen-driven legislative institutions that anchor the success of devolution.
